ARTICLE I
NAME

The name of this organization shall be SAN ANGELO GUN CLUB, Inc., (hereafter referred to as (the) SAGC).

ARTICLE II
OBJECT

The object of this organization shall be the encouragement of organized firearms shooting among citizens of the United States of America, residents of our community, with a view toward a better knowledge on the part of such citizens of the safe handling and proper care of firearms, as well as improved marksmanship. It shall be our further objective and purpose to forward the development of those characteristics of honesty and good fellowship, self discipline, team play, and self-reliance which are the essentials of good sportsmanship and the foundation of true patriotism.

ARTICLE III
MEMBERSHIP

Membership: A person shall be deemed a member of SAGC by having paid annual membership dues for the membership classification desired, remain in good standing with SAGC, and subscribe to the NRA pledge. This Membership shall extend to any immediate household family member including spouse and any children under the age of 18 years.

The NRA Pledge

"I certify that I am a citizen of the United States of America and that I am not a member of any organization or group which has any part of its program the attempt to overthrow the United States or any of its political subdivisions by force or violence, and if admitted to membership I will faithfully endeavor to fulfill the obligation of good sportsmanship and good citizenship."

Membership Categories:

Regular: Voting membership based on proper payment of yearly dues, billed on a fiscal year membership, includes family members.

Life: Voting membership based on a one-time payment of Life Membership dues. Life Membership shall be limited to a total of 50 Life Members on the Membership Roster at any one time. Voting Life Members to be awarded by vote of the membership.

Honorary: Non-voting membership, recommended by any member of SAGC and granted by a vote of SAGC for exceptional service to SAGC. Waiver of dues for a period of one year. Voting honorary memberships may be awarded by the Executive Committee for one membership year for outstanding service to SAGC.

Military: Voting membership based on proper payment of yearly dues, with the opportunity to surrender the membership and have the unused balance refunded on a prorated basis.

Law Enforcement: A Federal, State, County, or City official licensed to carry a firearm. Voting on membership based on proper payment of yearly dues.

ARTICLE IV
DUES

Membership runs from 1 September until 31 August of each year. The annual dues of the SAGC shall be determined by the vote of the membership and be payable on or before 30 September of each year. Members not paying their yearly dues before 31 December of each year shall be dropped from membership and will have to reapply as a new member. The annual dues will be prorated starting February 1st.

No member in the SAGC in arrears or suspended member shall be eligible to vote or enjoy any of the privileges or benefits offered by the SAGC.

Military personnel may join the SAGC by paying a fee based on a quarterly assessment, full insurance fee, and a key deposit to be returned when transfer occurs.

ARTICLE V
MEETINGS

Annual Meeting: The annual meeting of the SAGC shall be held on the last business meeting of the fiscal year. If the Annual Meeting shall not take place at the time fixed, it shall be held within a reasonable time thereafter, and the officers shall be held over until their successors shall have been elected.

Regular Board Meeting: The Regular Board Meeting of the SAGC for the transaction of ordinary business shall be held once each month, at such time and place as may be fixed by the Executive Committee.

Special Meetings: A Special Meeting of the SAGC may be held at any time upon the call of the President or upon the call of the Executive Committee or upon demand in writing by the membership, stating the object of the proposed meeting, and signed by not less than 20% of the voting membership. Notice of the time, place, and object of any Special Meeting shall be given to all officers and members in good standing in writing by US Mail not less than 7 days prior to the date fixed for holding the meeting. The place of the Meeting shall be fixed by the Executive Committee.

Voting: All voting shall be conducted in person. No proxies are allowed. Voting is to be by voice, show of hands, or secret ballot.

ARTICLE VI
RANGE RULES & SAFETY REGULATIONS

A RANGE RULES

NO intoxicating beverages or drugs will be allowed on the range.

Members shall not loan their key to the gate of the range to anyone who is not a member in good standing.

NO person under 18 years of age will be permitted on the range unless accompanied by an adult member or qualified SAGC instructor.

Visitors are welcome at the range when they are accompanied by a member in good standing. Members are asked not to bring the same guest more than twice a year.

Members will have their membership cards visible while shooting at the range.

It shall be the responsibility of each member before leaving the range to pickup and remove any trash they have generated.

NO live ammunition shall be placed in the trash barrels.

Members shall not willfully damage SAGC property in any way or litter the range with cans, boxes, bottles, etc.

Members shall only shoot at targets so that their bullet(s) shall impact the berms.

NO glass targets permitted.

Members must lock the gate after entering and leaving the range except for scheduled matches or special events.

NO armor piercing or tracer rounds will be fired on the range.

All handguns (i.e., pistols and revolvers) shall not be discharged on the rifle range except those handguns meeting IHMSA (International Handgun Metallic Silhouette Association) or NRA Metallic Silhouette Official Rules, and used exclusively at 100 yards or greater. These handguns will be shot only at preset berms and/or targets.

Fully automatic arms shall not be fired on SAGC property except as part of a supervised law enforcement (Federal, State, County, Local) / Military exercise, or SAGC sanctioned event.

Failure to adhere to these rules may result in suspension or expulsion from the SAGC.

RANGE SAFETY REGULATIONS

No loaded weapons will be brought to the range. All actions on rifles must be opened when not being fired, chambers empty, and safeties on. Magazines must be removed from pistols, and cylinders on revolvers must be empty when not being fired. Muzzles will be pointed down range, or holstered at all times. Safeties will be on when the weapons are cleared. The range will be cleared and determined to be safe before any weapon is loaded.

The command "CEASE FIRE" will be obeyed immediately, no matter who says it. Anyone may call a cease-fire. Clear and ground all weapons at this command. Step back from the firing line and make it safe.

DO NOT go forward of the firing line until the line is cleared. After the line is safe you may go forward.

Firearms will not be handled for any reason while people are forward of the firing line. DO NOT resume firing until the line is properly cleared and made safe.

Firearms will be cleared and made safe before removal from the firing line.

ARTICLE VII
SUSPENSION OR EXPULSION

NO intoxicants will be allowed on the premises. Any person under the influence of intoxicants will be requested to leave and if necessary, that person will be removed from the premises and suspended from the use of the range for one year.

Membership may be revoked for willfully damaging SAGC property, or for littering the range with cans, bottles, boxes, etc.

Any member who loans his/her key to the gate at the range to anyone who is not a member in good standing of the SAGC for the purpose of allowing non-members use of the range, will be denied use of the range for the balance of the current year and all of the following year, and will be subjecting the non-member to prosecution for trespassing.

Any officer may be removed by a two-thirds (2/3) vote of the members in good standing present at any Special Meeting called for this purpose. No vote on suspension or removal may be taken unless at least 15 days notice in writing shall have been given to the officer of the reasons for his/her removal and of the time of the Special Meeting. At such Special Meeting, the officer shall be given a full hearing.

Any member may be suspended or expelled from the SAGC for any cause deemed sufficient by the Executive Committee by a two thirds vote of the members present at any Regular or Special Meeting. No vote on suspension or expulsion may be taken unless at least fifteen (15) days notice in writing shall have been given to the member(s) of the charges preferred and of the time and place of the meeting at which such charges will be accorded a full hearing.

Charges against any officer or member may be preferred by any member in good standing. They shall be in writing, clearly stating the facts relied upon and accompanied by all affidavits or exhibits which are to be used in their support. Such charges shall be filed with the Secretary, who will immediately notify the President. The President will call a meeting of the Executive Committee to hear the charges. The Secretary will give at least fifteen (15) days notice of the meeting to each member of the Executive Committee and to the accuser and to the accused. Such notice shall be in writing and will include a true copy of the charges and the supporting affidavits and exhibits.

Any member suspended or expelled from SAGC may appeal to the full membership of SAGC. Such appeal shall be made in writing to the Secretary who will notify the President. The President will call a Special Meeting of the SAGC for the purpose of acting on the appeal. The Secretary shall give at least fifteen (15) days notice in writing to all members of the SAGC in good standing, stating the date, time, place, and reason for such a Special Meeting. At the Special Meeting of the SAGC, the Secretary shall read the original charges, the supporting affidavits, and shall read or display the accompanying exhibits, and shall read the minutes of the Special Meeting of the Executive Committee at which the charges were heard and the actions taken. A full hearing will be given the accuser and the accused. A vote will be taken by secret ballot of the members in good standing present and a two thirds vote shall be required to reverse the decision of the Executive Committee.

Any official or member of the SAGC who has been suspended or expelled by the National Rifle Association of America shall automatically stand suspended or expelled from the SAGC immediately upon receipt of official notice by the Secretary of SAGC from the Secretary of the NRA.

The NRA shall be given a complete report whenever a member of the SAGC is suspended or expelled, showing the charges and action taken.

ARTICLE VIII
OFFICERS

The officers of the SAGC shall be President, Vice-President, Secretary, Treasurer, Range Officer, Assistant Range Officer, Executive Officer, and Public Relations Officer who acting together shall constitute the Executive Committee. An officer called "Special Assistant" may be appointed by the Executive Committee to fulfill a certain function for a period of one year. This Special Assistant has no vote within the Executive Committee. The President, Range Officer, and Assistant Range Officer shall be elected at the annual meeting in August and take over their respective offices the following month. The Secretary, Treasurer, Executive Officer, Public Relations Officer, and Vice President will be elected at the regular monthly meeting in January and take over their respective offices the following month. They shall be elected by a majority vote by ballot of the members in good standing present at the meeting. They shall hold office for one (1) year or until their successors are elected. (The offices of Secretary and Treasurer may be combined.)

The Executive Committee shall have general supervision and control of SAGC activities.

Meetings of the Executive Committee shall be held at such time and place ass the Committee shall determine. Special Meetings may be held at anytime on the call of the President or on demand in writing to the Secretary by three members of the Executive Committee.

Four (4) members of the Executive Committee shall constitute a quorum.

Resignation of any Officer may be accepted by a majority vote of the remaining members of the Executive Committee.

A vacancy in the Executive Committee may be filled by a majority vote of the remaining members of the Executive Committee. However, if more than one vacancy exists, a Special Meeting of the SAGC shall be called, and new officers shall be elected to fill the vacancies until the date of the next Annual Meeting as provided in Article VIII (A) above.

ARTICLE IX
DUTIES OF OFFICERS

PRESIDENT – The President shall preside at all meetings of the SAGC and the Executive Committee. S/he shall be a member ex-officio of all regular and special committees and shall perform all such other duties that usually pertain to his/her office.

VICE-PRESIDENT – The Vice President shall perform the duties of the President in his/her absence or at his/her request.

SECRETARY – The Secretary shall conduct all correspondence pertaining to the proper preparation and forwarding of all reports required of the SAGC by the NRA and by the Director of Civilian Marksmanship (DCM). S/he shall notify the members of the Executive Committee of all meetings and shall notify all members of Special and Annual Meetings as required in Article V. S/he shall keep a true record of all meetings of the Executive Committee and of the SAGC and have custody of the books and papers of the SAGC, except the Treasurer’s books of account.

TREASURER – The Treasurer shall be in charge of all funds obtained from all sources. Said funds shall be placed in such bank or banks as may be approved by the Executive Committee. Such money shall be withdrawn only by check signed by the Treasurer for payment of such bills as shall have been approved by the Executive Committee. The Treasurer shall have authorization to pay immediately those bills previously approved by the Executive Committee that are applicable under SAGC rules. Those checks that are greater than an amount as determined by the Executive Committee and placed in the meeting minutes shall require a second signature by another member of the Executive Committee or Past President as appointed by the Executive Committee. The Treasurer shall keep an account of all of his/her transactions and render a detailed report at any of the Executive Committee meetings when requested, and at a minimum as an annual report to the SAGC.

The Treasurer shall also be responsible for obtaining, ordering, maintaining, and distribution of all supplies pertaining to membership as well as collection of all fees and membership dues.

EXECUTIVE OFFICER – The Executive Officer, and/or his/her delegate(s), shall have charge of maintaining the ranges of the SAGC. S/he shall contract no bills without the authorization of the Executive Committee.

RANGE OFFICER – The Range Officer, or his/her delegate(s), will have charge of the Range during all competitive shooting and practice. S/he will arrange programs for the monthly meetings and any other duties the Executive Committee might request. S/he shall contract no bills without the authorization of the Executive Committee.

ASSISTANT RANGE OFFICER – The Assistant Range Officer, or his/her delegate(s), will assist the Range Officer in carrying out his/her duties and will perform the duties of the Range Officer in his/her absence or at his/her request. He shall contract no bills without the authorization of the Executive Committee.

PUBLIC RELATIONS OFFICER – The Public Relations Officer, or his/her delegate(s), will be responsible for communicating with the press, promoting SAGC sponsored events, coordinating and performing those tasks that will aid in improving the public image of the SAGC.s/he shall contract no bills without the authorization of the Executive Committee.

SPECIAL ASSISTANT – The Special Assistant is an appointed position by the President and approved by the Executive Committee. The Special Assistant will answer directly to the Executive Committee in performance of tasks assigned. The Special Assistant shall contract no bills without the authorization of the Executive Committee.

All officers are to be held responsible to the SAGC membership. Anyone not responding to the majority of member questions shall be deemed unfit to serve and be brought forth for expulsion from their office.

All major expenditures are to be authorized by majority vote of members present at regular meetings. However, the Executive Committee is allowed up to, but not over, $1000 in a 30-day period for usual transactions of SAGC activities, except that obligations previously agreed to at SAGC meetings will be paid by the Treasurer as they come due.

In case of Club dissolution, all outstanding debts will be retired before the money is disbursed in any other manner.

MATCH RULES

All firearms competition held by the SAGC will be governed by the rules and regulations laid down by the appropriate governing agency, i.e., NRA, IPSC, IHMSA, etc..

ARTICLE XI
AMENDMENTS

Any proposed amendments to these By-Laws may be introduced by any member of the SAGC at Regular or Special Meeting. The amendments shall be reviewed at two consecutive meetings and voted on at the third consecutive meeting. A two –thirds vote of the members present will be necessary to pass the amendment.
